FYI
Brent Lawson: Maine Building Officials and Inspector Association
A holding tank on a camper is the same as a holding tank on a septic system. No first-time holding tanks in the shoreland zone.
If a camper wants to stay on a property, they will have to install a system for the camper with a minimum design flow of 2-bedrooms and not use porta-potties or holding tanks for disposal.

If the camper is only on the property seasonally then a pumpers agreement will have to be filled out so the sewer goes to a designated place.
